A native of Atlanta, Georgia, Dr. Baxter graduated with a Bachelor of Science from Mercer University in Macon, Georgia and received his Medical Doctorate from the Medical College of Georgia in Augusta, Georgia. Dr. Baxter completed his Internship and Orthopedic Surgery Residency at the University of Texas Medical School and affiliated hospitals in Houston, Texas. After completion of residency, Dr. Baxter completed a fellowship in foot and ankle surgery under the direction of Roger Mann, M.D. in San Francisco, California.
Dr Baxter has numerous awards and publications to his credit. Dr. Baxter has made many international presentations and has been an invited visiting lecturer in 25 states. His faculty appointments include: Clinical Professor of Orthopedic Surgery, University of Texas Health Science Center, Houston, Texas, 1974-2000; Director, Foot and Ankle Fellowship, University of Texas Health Science Center, Houston, Texas, 1982-1990; Chief, Foot Service and Fellowship Program, Baylor College of Medicine, Houston, Texas, 1991- 2002.
Dr. Baxter is a member of the following professional organizations: American Academy of Orthopedic Surgeons. American Orthopedic Foot and Ankle Club (Founder and Past President), American Orthopedic Foot and Ankle Society (Past President), Harris County Medical Society. Dr. Baxter is certified by the Memorial City Hospital and Methodist Hospital. In addition to his license, Dr. Baxter is certified by the American Board of Orthopedic Surgery.
